Issue filed with Nordic here: https://devzone.nordicsemi.com/f/nordic-q-a/76504/when-can-sd_ble_gattc_primary_services_discover-be-called-nrf_error_busy

Seems to be related to the increased MTU. We get the 'connected' event but the device isn't actually ready to use yet.

I think if you're connecting to a device with an older firmware you can connect just fine. It's when you connect between two devices with 2v09+ firmware that you have the issue.
